The West Ham United player could be on his way this summer so what do Hammers fans make of that possibility?
The claims prompted a considerable response from Hammers fans commenting on HITC in the last 24 hours and they make for interesting reading.
On the one hand there are those West Ham fans who believe it would be foolish to part with a player who still has much to offer, and on the other there were those who recommended the club take the money if any of the allegedly interested parties made a significant bid.
Among those, some thought Downing was overrated while others believed it would only be sensible to sell if the money was used to strengthen specific areas of the field – specifically up front and in the heart of defence.
Downing was a very important player for West Ham last season, scoring six goals, providing eight assists and playing in all but one of their 38 Premier League matches.
He may be 30, but newly appointed manager Slaven Bilic could do with him in his ranks, for what will be an extended – and subsequently tough – campaign.

Stockport Hammer said: ‘Bilic would be stupid to sell. Can't see it myself.’
Clyde Watson said: ‘Downing proved last season he still has possibly his best yet to offer in the number 10 role. Keep.’
The Guest said: ‘Only if his sale brings in enough money to sign Adbennour AND Austin. That would be about the only way I'd sell Stewart. Other than that, it would be foolhardy to let him go right now. However, Payet is presumably going to be in the spot that Downing flourished the most last campaign, the middle, or "top of the diamond", notice his productivity dropped significantly out on the right wing.’
Happy Hammer said: ‘Sell him, ASAP... Downing is typically lazy... He will not track back and when forced to he gives away stupid free-kicks in dangerous areas, his corner kick and free-kick ratio is shocking. He's nearly 31 and £7m for him would be excellent business. There's a multitude of young talent out there that would far outshine Downing... SELL him.’
Kev Hammer said: ‘Keep him, we need the depth, especially with the euro games staring soon. If it doesn’t work out sell at Christmas! He played well before Christmas last year and apart from two or three no one played great in the last four months of season.’
G Force said: ‘A good offer would be hard to resist if it would be help to reinvest in a good striker to reinforce the squad. Downing is a quality player, but I doubt we can keep all our players happy while recruiting in positions we need to strengthen. The comments about his age are relevant but only if the offer is good enough.’
