The Cameroon international has reportedly arrived at the French club to complete his medical before signing a contract.
He will fill a need at left-back for the club, who sold Franck Tabanou to Swansea City for £3 million earlier this month, as reported The BBC.
31-year-old Assou Ekotto was released in February after Spurs failed to find a buyer for him in January, with him loaned out to QPR 12 months earlier.
He spent nine years with Spurs, signing from Lens for £4.4 million in 2006, and went onto play 155 Premier League games for the club.
Tottenham will be glad simply he is no longer on their wage bill, and St Etienne is a good move for him. Les Verts finished in fifth place last season in Ligue 1 - but missed out on fourth place only via goal difference.
