Balague made the comments following the Spain international winger’s move from European champions Barcelona to the Merseyside outfit.
The youngster has put pen to paper on a three-year contract with Everton, who have paid the Blaugrana a transfer fee of £4.2 million for his services, as reported by BBC Sport.
Everton’s Premier League rivals, West Ham United, were also interested in Deulofeu, according to London24.com.

Deulofeu is a hugely talented young player, but things have not gone according to plan for him so far in his career.
However, the Spaniard is just 21 years of age, and working with Everton manager Roberto Martinez is only going to help him develop his game.
Deulofeu played on loan for Everton from Barcelona during the 2013-14 season, scoring three goals and creating nine chances in 25 Premier League appearances in the process.
The youngster had a pass accuracy of 78% and a shot accuracy of 78%, and won one header, 44 dribbles and six tackles.
