Celtic and Norwich want to sign the talented winger, but he has his eyes set on one move.
The 21-year-old winger, who scored 13 goals in 31 games last season, looked set to sign for Brighton last week, with current club NEC Nijmegen agreeing a transfer fee with the Championship club, according to de Gelderlander.
However, the youngster was not keen on that move, and the new report claims that he is waiting on a move to PSV, as he wants to stay in the Netherlands.
This has dealt a blow to two other British teams who want to sign him this summer, with Celtic and Norwich both showing an interest in the Iranian international.
Yet, following the rejection of Brighton, and the fact that he wants to remain in the Netherlands, it looks as if PSV will be winning the rights to his services ahead of Celtic and Norwich.
