The right-back will compete with Kyle Walker, leaving Yedlin as the odd man out, at a time he desperately needs to gain experience.
Spurs signed Yedlin from Major League Soccer side Seattle Sounders earlier this year, but the United States international only played in one Premier League game.
A move to another Premier League side would be ideal for him to familiarise himself with the division, and then next season he may stand a better chance of competing for a first team spot.
At Norwich he would be following in the footsteps of Kyle Naughton, who Spurs loaned to the Canaries for the 2011/12 season.
A potential link up with Norwich winger Nathan Redmond has fans of the Canaries even more excited to watch the team in action again upon their return to the Premier League, after going up through the play-offs.
