The City forward has become a victim of increased competition for places at the Etihad Stadium, making just 11 Premier League starts last season and scoring four goals.
Liverpool have been accredited with an interest, possibly involved in a player-swap deal involving Raheem Sterling as per the report, though Dzeko’s style of play makes him an attractive proposition elsewhere.
The Bosnian international thrives in the lone striker role and is renowned for his link-up play outside the box, the type of player which Gunners boss Wenger could see as competition to Olivier Giroud.

Since arriving in England, Dzeko has scored 50 Premier League goals in 130 appearances with his best tally of 16 coming during the 2013/14 title-winning campaign.
Yet Manchester City’s disappointments last season have prompted boss Manuel Pellegrini to plan for some summer changes in personnel and the 29-year-old striker is expected to leave.
Liverpool, despite their shortages upfront, play a high-pressing game in the final third and, in spite of Dzeko’s qualities, the striker’s attributes are simply not what the Reds need.
The Gunners, by contrast, arguably require a like-for-like replacement for Giroud if or when the French international succumbs to injuries and suspensions.
The report goes on to say that Arsenal boss Wenger rates Dzeko as a £15 million player, though Manchester City’s valuation of the player is said to be more in the region of £20m regardless of his age.
