The 51-year-old feels that his old club remain behind last season's league winners Chelsea, especially when it comes to leadership, despite winning back-to-back FA Cups.
"Chelsea were better this year and more consistent. He's not missing too many players, he just needs two or three players – they still need a leader."
For Winterburn, though Arsenal have made steady progress, they are still playing catch up on the Blues, who spent big on several quality first team players last summer.
The likes of Cesc Fabregas and Diego Costa came in and significantly improved Jose Mourinho's side, while Thibaut Courtois's arrival after three years on loan and the signings of Filipe Luis, Loic Remy and Didier Drogba all strengthened the squad.
Though Chelsea went some way to balancing the books via the sales of David Luiz and Romelu Lukaku, there is little doubt that several of the players that came played starring roles as the Stamford Bridge outfit won their fourth Premier League title.
Arsenal spent big on one player in each of the last two summer transfer windows, though while Alexis Sanchez's arrival from Barcelona last year was huge success, the signing of record transfer Mesut Ozil is a more debated signing among the Gunners faithful.
