Derby appointed Clement yesterday and the former Real Madrid assistant's focus is already on assembling his squad for next season.
The Rams only need a few additions to make themselves automatic promotion contenders, and Clement simply wants to tweak his squad.
He feels that he already has the foundations needed to guide the team into the top-two and only wants a sprinkling of quality to help the team.
Derby missed out on a play-off spot last season under Steve McClaren, but they will be gunning to win the Championship next year.
Clement feels that signing Ince and Bent will be crucial to their chances. The duo were on loan at the iPro Stadium in the 2014/15 campaign and they both impressed.
Ince and Bent were Derby's two best performers towards the end of the season and the Midlands side apparently plan to make bids for them both in the coming months.
Ince is currently at Hull City, while Bent's contract at Aston Villa expires at the end of next month.
