Manchester United supporters should be very excited about the impending arrival of the PSV forward, according to the European great.
The Netherlands international is due to transfer to Old Trafford in June, after helping PSV Eindhoven to their first league triumph in several seasons in his final campaign at the club.
Depay underlined the promise he displayed at the World Cup in Brazil last summer by scoring a Eredivisie high of 28 goals in 40 games.
The 21-year-old is now set to join up with his former national team manager Louis van Gaal, and Van Basten, who was in charge of the Oranje between 2004 and 2008, was in no doubt about the youngster's quality.
"He's better than the rest," the Dutch legend said when asked to compare Depay to other Eredivisie players.
"He's a very good player. He's a young star who is strong and has his own ideas, which I think is a good thing for a player."
Van Basten also declared Van Gaal and United the perfect place for the PSV star to reach his potential.
"Depay's a guy who still wants to learn and he's in good hands with Louis van Gaal who has already worked with him at the World Cup," he added.
"He now has to demonstrate that he can also play well in England. He will show that to you. I don't know whether it will be quick and come in the first year but he has the skills to succeed in England."
