Liverpool playmaker Coutinho is among six shortlisted candidates for the prestigious award.
The 22-year-old Brazil international has also been nominated for the Young Player of the Year gong.
Weiss, who played with Coutinho at Spanish club Espanyol on loan from City in the 2011-12 season, is delighted to see the former Inter Milan man in the running for two of the top individual awards in English football.

Coutinho made a slow start to the season, but over the past three or so months, he has been superb for Liverpool.
In 29 Premier League appearances for the Merseyside outfit so far this campaign, the youngster has scored four goals and created 42 chances.
Coutinho has a pass accuracy of 80% and a shot accuracy of 52%, and has won 87 out of 149 dribbles and 39 out of 112 tackles.
Liverpool are currently fifth in the Premier League table with 57 points from 32 matches, four points behind fourth-placed and defending English champions Manchester City.
