Indeed, asked whether that was the case on Tyneside, the 50-year-old responded in no uncertain terms.
"It's pretty obvious to the man in the street and to the professionals," Carver is quoted as saying by BBC Sport. "It has to be done. There are people out of contract, there are people who are not good enough."
There is one man in particular, though, who could be more fearful than most considering his recent form for Newcastle.
Yes, 22-year-old Sammy Ameobi has been a bitter disappointment for fans at St James' Park in recent weeks, delivering poor performance after poor performance during Carver's reign.
Against Arsenal this weekend gone, Newcastle supporters expressed their frustration with defender Mike Williamson - but also aimed plenty of wrath at Ameobi on Twitter.
Amoebi is young, local and loyal - having previously expressed his desire to stay with the Magpies long term.
But are those qualities alone enough? Especially when the 22-year-old is considerably out of form?
The Newcastle star's contract expires this summer and, as well as moving players still under contract on for transfer fees, Carver's quotes directly suggest those not playing well enough will not be offered a new deal. The coach himself may be leaving the club this summer, of course, while a number of others are, too, at risk.
But, if anyone should be most worried by Carver's 'clearout' claims, it's Ameobi.
