The 33-year-old has been discussing both his Leeds exit and the Liverpool youngster.
The 33-year-old was allowed to leave Leeds for Derby this January, having been one of the Yorkshire side's better performers so far this Championship campaign.
And, asked whether he regrets leaving Elland Road, the former Leeds man admits it was the right time to move on from the club.
He does, however, admit that is a sad thing to say considering his time with the club.
"I don't have any regrets to be honest and that's quite a sad thing to say but I think the time was right to move on."
The 19-year-old winger had spent the season on loan at Derby from Liverpool up until January.
Brendan Rodgers recalled him to Anfield this month, however, and Warnock admits he and his team-mates were sad to see Ibe return to Liverpool.
He said: "Yes they were very sad to see him leave. Said he's the type of player that can change a game on his own in a split second with a piece of skill or with his pace. I was excited to train with him to see how good he was."
Liverpool are in action against Bolton Wanderers in the FA Cup later today, while Derby host Chesterfield. Leeds, meanwhile, are no longer involved in the FA Cup but return to Championship action next weekend at Huddersfield Town.
