The Mail, however, report that Wolfsburg are set to scupper both clubs' plans to attract the 23-year-old to the Premier League.
Shaqiri could be available for £16 million - affordable for both Liverpool and Spurs. The key advantage for Wolfsburg, however, is that they look likeliest to secure Champions League football next season.
Tottenham and Liverpool could, then, suffer a similar fate to Arsenal when the Gunners looked close to signing Luis Gustavo, only for the midfielder to snub English interest to leave Bayern for Wolfsburg.
