The Championship trio have failed to meet the Football League's Fair Play Requirement and have been banned from signing players for the rest of the season.
The clubs will have the chance to have the embargoes lifted next summer if they prove that they stayed within an operating loss of no more than £3 million, with a maximum of £3m of shareholder investment for the 2014-15 season.
However, Rovers, Leeds and Forest all can sign players in the January transfer window if they have 24 or fewer players over the age of 21 who have made at least five starting appearances for the club in total.
Any of these signings must not cost the club a transfer fee and must cost less than £600,000 a year.
Nevertheless, the transfer embargoes are blows to the clubs, whose fans took to social networking site Twitter to have their say on the matter. Below are the best reactions.
