The out-of-favour midfielder is set to leave on a free transfer at the end of the season.
Maccabi Haifa have even opened talks with the 26-year-old, although he wants to stay in Europe.
Kayal will, however, leave the Bhoys at the end of the season on a free transfer and has wanted to leave Scotland for some time now.
"[Agent] Pini [Zahavi] has been working for a few months to get me away from Celtic. We have other clubs interested," Kayal is quoted as saying by the Herald.
"He spoke to the chairman of Celtic but nothing has happened as Celtic want some money to release me. At the end of the season, I'll go.
"I was told by Pini Maccabi Haifa talked about me a few weeks ago but he's heard nothing since. Maccabi are one of the biggest clubs in Israel but my dream is to stay in Europe before I come back home.
"My contract is up at Celtic at the end of the season, so there is no need to reject any proposals right now. I'm injured just now but should be back in two weeks or so."
