The Italy striker, who joined the Reds from AC Milan for a fee of £16 million this summer, has only scored once since moving to Merseyside - in the Champions League against Ludogorets.
And Rush thinks the 24-year-old will succeed at Anfield - providing he learns when to make the right runs in behind defenders.
"One thing for certain is that he will be given every chance at Liverpool to prove what he is. When he is on the ball, he is fantastic," he wrote in the Irish Independent.
"He has just got to learn when to make runs behind the defenders. Once you get the defender confused, you have them beaten.
"At the moment, Balotelli likes the ball to his feet because he has unbelievable skill. But once he learns to get in behind defenders, they won't know what to do - and his game will improve.
"I think that's what Brendan Rodgers is trying to get him to do. He's still only 24 and I have every confidence he will improve."
