The former Liverpool defender played alongside Shelvey when the midfielder was at Anfield.
It 'didn't quite happen' for the 22-year-old on Merseyside, as Carragher, admits - but he has been in top form since moving to Swansea City.
His impressive showings have earned him a call-up to Roy Hodgson's England squad for their upcoming Euro 2016 qualifiers - and Carragher believes it is the right decision:
The 36-year-old did not stop there, however, going on to make the case for the inclusion of another former Liverpool player who did not have the best of times at Anfield.
The midfielder has created as many chances as Chelsea's Cesc Fabregas this term and Carragher believes he could have suited England's diamond system.

Both Shelvey and Downing endured a tough time with the Reds and neither can be said to have produced their best while on Merseyside.
Their ability is clear for all to see, however, but their form, confidence and other factors simply didn't work in their favour at Liverpool.
