Agard, 24, was strongly linked to Leeds United last week but it appears they now look set to miss out on the attacker.
The former Everton prospect excelled for Rotherham United last season, scoring 26 goals in all competitions.
Rotherham had accepted a bid from Leeds last week, but talks broke down after the club and player failed to agree personal terms, revealed the Yorkshire Evening Post.
Agard would be dropping down a division to League One to join Bristol City, with a reported fee said to be in the region of £750,000.
The signing would be a huge coup for City, who sit third in the division after three games with seven points from a possible nine.
Leeds have one win from three, losing disappointingly at home to Brighton and Hove Albion on Tuesday night.
