The 24-year-old made the move to the Premier League with Norwich last summer, but he was keen to return to the top flight following the Canaries relegation to the Championship.
QPR look to have given him that opportunity as Harry Redknapp is set to bolster his midfield with the addition of the Netherlands international.
A £7 million deal for Jonathan De Guzman was believed to be close a week ago, but that move fell through and the Villarreal man who spent the last two seasons on loan at Swansea is now thought to be closing in on a switch to Napoli.
Both Fer and De Guzman are comfortable in possession and offer their side plenty in both phases of play with their impressive stamina and energy, but is Fer the better option for the R's?

De Guzman is more of an attacking threat and he registered more goals and assists than Fer last season, but the Norwich midfielder excelled when performing more defensive duties.
The 24-year-old won more tackles and headers than De Guzman and considering that QPR have already brought Jordon Mutch in from Cardiff, Leroy Fer would appear to be an impressive capture, and the right option for the club.
He will give Redknapp's side more balance in the middle of the park and allow the likes of Mutch and Junior Hoilett to cause more damage in advanced positions.
A midfield pairing of Fer and Joey Barton could prove to be a solid unit, and one that should keep the R's in the Premier League past the end of the season.
