Sunderland have tied up a deal worth around £10million for the England international, who has put pen to paper on a five-year deal on Wearside.
The 23-year-old has spent the last two days at the Stadium of Light undergoing a meticulous medical and negotiating personal terms with the club.
The midfielder becomes the Uruguayan's fifth summer signing, with the possibility of Santiago Vergini and Fabio Borini set to follow later this week.
The England international came through the youth ranks at Everton and impressed at Goodison Park before completing a big-money move to Manchester City in 2012 for around £12million.
The youngster saw his time at the Etihad almost completely blighted by injury, managing only 26 appearances in all competitions during a two year spell with the club.
The quality Rodwell possesses however has never been brought into dispute, and for that reason the midfielder is reported to have been courted by at least ten Premier League sides this summer.
Upon signing for Sunderland, the 23-year-old explained it was the club's 'vision' that convinced him the Stadium of Light was the right place to salvage his career.
Rodwell said; "I met up with the head coach and all the people involved with the club. They told me about the club and their vision and it swayed me.
“It’s such a good club with passionate fans and I can’t wait to get on board. This is a great place for me to be.”
