Ronald Koeman has made the Dutch midfielder one of his transfer targets and will offer Fer a return to the Premier League if he can beat Queens Park Rangers to his signature.
The 24-year-old was relegated with Norwich last season but is keen on a return to the top-flight and a move to St Mary's would see him reunited with former boss Ronald Koeman.
The pair worked together for a short time at Feyenoord in 2011 before the midfielder was sold to FC Twente, and he would be surely be guaranteed regular football with The Saints as the club looks to rebuild a squad capable of competing in the top-half of the Premier League table.
Luke Shaw, Adam Lallana, Rickie Lambert and Dejan Lovren have already left the club, whilst the future's of Callum Chambers and Morgan Schneiderlin are likely to be elsewhere too.
Fer could replace Schneiderlin in a central midfield role and was impressive during his first season in English football with The Canaries last term.
