Liverpool and Uruguay attacker Suarez was a subject of interest for the Camp Nou side's newest recruit.
"Not every person has that strength to admit they have done something stupid," said former Sevilla midfielder Rakitic on the Uruguayan's obvious bite on Italy defender Giorgio Chiellini, the third such incident of his professional career.
"I rarely say that I am wrong so this says a lot about him, he has shown the character and strength he has so he should be commended for that."
He continued: "Regardless of whether the club signs him or not, his quality is unquestionable. He has shown a lot of quality with Uruguay and scored more than 30 goals with Liverpool [last season], so he has the necessary quality to play for Barca."
Rakitic was recently unveiled at Camp Nou after signing a five year contract that began this morning, Tuesday.
He represented his nation Croatia at the FIFA World Cup tournament in Brazil, even notching an assist in the 3-1 loss to Mexico.
