Inter have named Tottenham midfielder Sandro as their primary transfer objective, according to the Corriere dello Sport.
The Nerazzurri are looking to rebuild after a disappointing campaign that saw them only just secure a Europa League place.
Coach Walter Mazzarri is keen to bring in a world-class striker but he is also looking for a midfielder with authority.
Mazzarri tried to sign the Brazilian international while he was at Napoli but failed and is now said to be determined to work with him.
Sandro has been struggling for fitness and only started 10 games last season, so Spurs may be open to letting him move on.
It is reported that Inter would like a loan, but Tottenham would rather decide his future definitively.
If Inter can't agree a deal with Tottenham they may turn to Chelsea's John Obi Mikel or Mario Suarez, who appears to be on his way out at Atletico Madrid.
