The player's agent had confirmed earlier in the day he was pushing to get the deal done, but Reds seemingly failed to persuade club and player to do business in time for the transfer deadline.
SkySports reported Liverpool met the release clause, the player was keen to come, but the club president of Dnipro simply refused to sign the paperwork.
Liverpool missed out on Mohamed Salah earlier in the window to Chelsea, and have failed to bring a single player in.

Chelsea confirmed the signing of Kurt Zouma from St. Etienne who will be loaned back to the club, while Gael Kakuta has been loaned to Lazio.
Crystal Palace have signed five players: Joe Ledley, Wayne Hennessey, Tom Ince (loan), Scott Dann and Jason Puncheon.
Fulham have had a very busy day, selling Dimitar Berbatov to Monaco, and signing Konstatinos Mitroglou. They have loaned Lewis Holtby from Spurs and signed John Heitinga from Everton on a free, with Philippe Senderos departing. Ryan Tunnicliffe and Larnell Cole have also been brought in from Manchester United.
Southampton confirmed the loan of Dani Osvaldo to Juventus, with Mauricio Pochettino declaring he will never play for the club again.
Stoke City failed to sign Lee Cattermole from Sunderland, and confusion remains over their attempted signing of Johnathan Pitropia from Rennes, with L'Equipe reporting the deal was not struck in time.
West Brom signed Thievy Bifouma from Espanyol, they have confirmed, subject to international clearance.
West Ham failed to hijack Fulham's Mitroglou bid, but loaned in left-back Pablo Armero from Napoli. The Hammers have loaned Modibo Maiga to West Ham.
