In the end they failed with their deadline day bid for the player after several goalposts were moved in the deal - and Daniel Levy subsequently pulled the plug.
This summer they were expected to rekindle their interest, but Andre Villas-Boas had moved on - and so had Moutinho.
The Portuguese international celebrated his own excellent season with Porto by leaving the club for mega bucks - with AS Monaco his destination.
The free spending principality have thrown around the cash this summer, bringing in top players such as Radamel Falcao, James Rodriguez, Eric Abidal, Geoffrey Kondogbia and Ricardo Carvalho.
And now Moutinho has been speaking about his move to the mega-rich club, and has no regrets despite knowing he might have ended up at a ‘bigger’ club:
"These clubs may have been interested, but the only concrete proposal that I received, was Monaco. I thought only Monaco and I know I made the right decision, " he said in an interview with French TV.
And he and Monaco have not looked back. They are currently top of Ligue 1 and Joao Moutinho has the second best passing ratio in the league, and bagged another assist in todays 2-1 win against Olympique Lyonnais, laying Radamel Falcao through to score.
With PSG struggling to put away St Etienne this evening, Monaco now look like the favourites at the top of the table.
Spurs have moved on, with Paulinho, Etienne Capoue and Lewis Holtby all arriving since this interest first became clear.
But the Portuguese looks set to lead his new club to a first attempt title win, he might have done the same at White Hart Lane.
