The Belgian though still has to be convinced to join the Gunners, and how successful that proves depends on what happens next.
Will Manchester United make a move? Will Chelsea follow suit by entering the race?
Both clubs have been linked with the Belgian midfielder and if they do then Fellaini's choice will have a huge effect on the destination of the Premier League next season.
In doing so he will dictate Arsenal's present, and their near-future, and tell the world whether the club will be battling for the title next season or hanging to the coattails of the Manchester clubs and Chelsea once again.
Fellaini signing for the Gunners can help close the gap at the top, providing the club with an even more solid midfield platform for an expected top level striker to excel.
But if he chooses Manchester United or Chelsea, it will reveal one of two things:
(a) Arsenal are still unable to match the wages of their competitors.
or (b) Arsenal are seen as 'below a level' to Chelsea and United, and Fellaini sees them as a less sure bet to stake his future on.
Now the international break is coming to a close, Fellaini is expected to begin negotiations over his future and at present Arsenal have a headstart being the only club so far to be known to have activated his release clause.
This will give them a headstart in persuading the midfielder, and the club should hope they are successful.
For it he ends up snubbing them and moving to a rival the whole move will have been a backwards step which could define them as an also-ran compared to Chelsea or United.
If he signs for the Gunners then fans will begin dreaming of a Premier League title challenge. His decision is that crucial.
