The 17-year-old has become a regular in the Rams side this season and is attracting the attention of the Premier League's big guns.
Hughes played for England's under-21s earlier this season, the youngest player to do so since Theo Walcott, and it has even been claimed he is on Barcelona's radar.
Hughes is an attacking midfielder who has featured in every game for County this season.
Arsenal were first linked with a swoop for him by the papers back in November, and Derby manager Nigel Clough has compared him to former Gunners hero Liam Brady.
Today it is being reported by the Mirror that Tottenham are ready to make a bid this January, with Derby hoping to fetch up to £10 million.
